Souma and the others visit the refugees, where they help an expectant mother with a difficult delivery. The newborn life provides hope and a foundation for the future to the refugees, but not all of them accept the future Souma presents them.

Summary[]

The refugees are one of the difficult problems facing modern society. They were driven out of their country by the expansion of the Demon Lord's Domain. The ones in Friedonia are among the fortunates ones, as the circumstances for refugees on the continent were harsh. Those that are in nations that border the Demon's Lord Domain are forced to fight in the front lines, while elsewhere they are used as cheap labor and exploited like slaves. With the domestic affairs settled, Souma decides its time to resolve the issue.

Souma and his group meet with the refugees chief, Jirukoma and his sister Komain. Souma explains he is there to help them make a decision knows that Jirukoma should have heard his recommendations from his messengers. As Souma wonders what Jirukoma will choose, Komain is ready to protest, but Jirukoma stops her, stating that their words will determine the course of action for everyone in the settlement and they can't act hot-tempered. Liscia asks Souma if he can explain the situation and Souma states he gave them a choice to either become citizens of Friedonia or to leave the land. Souma knows their wish is to return to their lands and have their old lives, but due to the demons, they can't do that right now. He wonders what they will do until then, as hunting and gathering without permission is illegal and eventually that will anger the kingdom's people. Komain gets angry and lashes out that Souma has his own country and doesn't know how sad it is to loose your country, but Souma states he knows as they must have heard he was summoned from another world. Souma states he has those that stand by his side and support him and that he cares about. In time he started to feel this is his own country and would grieve if he ends up loosing it. While they may not be accepted right away, they can't move forward if they stand still.

Jirukoma wonders if they will be accepted like in Grand Chaos Empire. Hilde asks Liscia what he means and Liscia explains that the Empire offers refugees undeveloped land within their country, and if they settle it, it becomes their provisional residence. However, Souma says they can't implement the same policy as its dangerous. As they pour their sweat and tears into clearing and developing the land, they start to consider they own the land. The current generation will want to return to their old country, which is fine, but the next generation born there, may not accept easily that this land was on a temporary lease as their fathers poured their sweats into developing it. While Souma doesn't think its wrong policy, and Maria choose what she thinks is the best, Souma fears the worst scenario and chose to not adopt the policy. Jirukoma then wonders what he intend to do with them. Souma asks Owen the Friedonia map and points at Venetinova, a gulf coast city they are building. While there are a lot of other facilities still needed to be build as the residential area is ready, Souma plans on letting the refugees take residence there. Jirukoma believes that the offer is terrible, but Komain finds it wonderful. Jirukoma realizes that this is a foundation for them to be intergraded and if they do, they may eventually forget about wanting to return home. He states that there are people who will choose to return even now, but Komain is open minded and she only lashed out earlier as she was speaking on the behalf of those that felt that way. Jirukoma wants to discuss it with members of the settlement before making a decision. Jirukoma thanks Souma for his kindness even if it divide the refugees. Jirukoma wishes to convince as many as possible, but since winter is coming and they need to prepare for it, he asks Souma for more time.

Brad Joker then joins them, hearing that Hilde was there. Brad tells her he needs her help as there is an expectant mother and the infant is in poor fetal position. In order to be able to save both, they need to cut open the mother. Hilde states the mother survive rates are only 20% and if Brad will be able to do it. Brad is confident, stating the low percentage is because its not done by them and his skills alone will boost it to 80%, but with Hilde's sanitary skills it will go up to 100%. Carla returns after reporting to Hakuya and Hilde tells her to go to the medical lab in the capital and bring her medical instruments and drugs. As Souma confirms it is an emergency, Carla heads back to the capital. Hilde wants to use Jirukoma's tent and since Souma has knowledge of hygiene, to explain it to Jirukoma and they to tidy up the place. Souma then tells the group to boil water to over 100 degrees to sterilize Hilde's instruments and kill most pathogens.

While waiting outside, Souma explains that such operations are common from his world when the delivery is difficult. With this Souma tells Jirukoma that this baby will be born into this country and grow up in it, believing this is his home. Jirukoma interrupts Souma, stating he made up his decision, but before he announces it, they hears a baby's cry. Carla comes out and states its a boy and the mother is also fine. Jirukoma thanks Souma, but he tells him to thank Brad and Hilde. Jirukoma then announces that he will make Komain the chief of the settlement. He knows that the people are tired living as nomads and its wonderful they can make this country their home. However, some won't accept it and he is going to return north with them, serve some nation and fight on the front lines to get back their land. Komain states Jirukoma is needed for this settlement and wishes to go with him, but he tells her not to and that she would be a better mediator than him.

Fuku (Anime)

Souma, Liscia and Carla meet the mother and the newborn. As they are fine, Souma again explains that such operations are almost 100% success in his world, but that makes Carla angry as even if its 100%, its not as easy as he makes it sound and there was a lot of blood everywhere and needed a lot of blood refills (Carla is lashing out from the traumatizing sight of the operation, but her slave collar holds her back as it assumed that she was going to attack). Souma apologizes for saying it too light and apologizes to the mother, but she states its fine as otherwise she would have been dead, and its she who should be thankful. She wishes Souma to be her son's godfather and name him. Souma decides on "Fuku" as it means happiness in his world. Liscia states babies are nice, but one's own child are even more adorable and wants they to start trying to make babies. Souma gets nervous and wants a bit more time.
