Excel Walter (エクセル・ヴォルター, Ekuseru Vorutā) is a character from the Genjitsu Shugi Yuusha no Oukoku Saikenki series. She is the grandmother of Carla Vargas and Juna Doma as well as mother-in-law to Castor Vargas, who was formerly the commander of the Air Force. She is currently the supreme commander of the National Defense Force.

Despite being over 500 years old, Excel has the appearance of an attractive voluptuous woman in her twenties with ankle-length blue hair that has two gold ring bands on either chest-length hair strands with bangs swept to the right side, blue eyes and a busty figure.
Since her species is sea serpent, she also has antler-like protrusions on her head and a sea serpent tail. She is often seen wearing a loose-fitting kimono-style dress that shows off her generous cleavage.
Personality[]
Excel possesses a keen mind and shares several realistic viewpoints with Kazuya Souma. She will do what is necessary to safeguard her people and her long years of experience aids her in making key decisions. She will show no mercy to her enemies and is a shrewd tactician.
However, she also has a playful side and takes every opportunity to tease Kazuya and his five Queen Consorts. She is very caring toward her granddaughters Carla Vargas and Juna Doma. She was also the one who sent Juna to investigate Kazuya in the first place. Despite having numerous husbands through her long life, she is known for being committed to each of her past husbands and staying with them till the end.
Biography[]
Excel Walter was present during the founding of the Elfrieden Kingdom five hundred years ago by the First King. She resided at Lagoon City, and as per the condition of protection and safety of her people, she had agreed to serve the Kingdom as a Duchess.
Over her long life, she has married and given birth dozens of times, and currently has enough descendants and relatives which if combined could easily fill a small village. In order to avoid any needless suspicion of her bloodline trying to overthrow the Kingdom or causing an uprising, once her children reach adulthood she would partly in a special manner legally disown them and mostly strip them of there rights of inheritance. She than would marry them off into other families or if there already married or in a relationship she would just give them her blessings for the marriage so long as there a good person. while keeping her family name "Walter" to herself only, thus avoiding any inheritance issues.
Having been a participant in the founding of the country, Excel has been a crucial figure to the projected stability of Elfrieden. During the succession crisis following the death of Elisha Elfrieden's father, Excel would likewise maintain a neutrality toward all like the other dukes. When the crisis was over, it was Excel who would travel to Albert Elfrieden's domain to retrieve Elisha. Although reluctant, Excel would agree to Elisha's proposal that would put Albert of the throne.
As the whole Kingdom kept suffering from the food crisis because of bad weather, mismanagement, and corruptions, Excel had managed to overcome the worst of the crisis using her own independent plan which took advantage of her port city, as it allowed her easier trade and access to food source, which even the other Dukes, Castor Vargas and Georg Carmine, couldn't easily manage to do.
After the abdication of Albert, Excel secretly sent her granddaughter Juna Doma to Parnam during Kazuya Souma's call out for talented people. She was very impressed by the reforms enacted by the new king and the descriptions of him by Juna. She was also disgusted by the corrupt nobles' disdain of the new king. As such, she would secretly align herself with Kazuya ahead of the civil war.
During the Final Counsel, Excel publically pledged her allegiance to Kazuya and urged her fellow Dukes to do likewise. However, both Castor and Georg rebelled, thereby starting the One Week War. She would shelter her daughter Accela Vargas and grandson Carl Vargas, who had been disassociated by Castor to shield them from treason. Unknown to the dukes, Excel was already stationed at the fort of Altomura in preparation to combat the invading Amidorian Army. She would also lead a naval unit to threaten the Republic of Turgis, thereby forcing the invading army at Nelva to withdraw.
After the conclusion of the One Week War, the Army, Navy and Air Force were disbanded and combined into a new National Defense Force. Reluctantly, Excel would accept the appointment as supreme commander until Ludwin Arcs, the second in command, obtained enough experience to succeed her. She would also offer her granddaughter Juna as a Secondary Queen to Kazuya.
Excel would take up the responsibility of teaching the Queen Consorts in what she describes as 'bridal training' as well as Kazuya in 'husband' duties. She would use information she obtained from Kazuya after secretly plying him with strong alcohol to create her lessons. These included his personal impressions and secret feelings for each of the Queen Consorts as well as his hidden desires. She has continued these lessons since the wedding.
Serving as the Supreme Commander, Excel was informed of the various secret military projects Kazuya had begun. She oversaw the development of the aircraft carrier Hiryuu and the appointment of her son-in-law Castor, who had been placed under her jurisdiction after his trial, as its captain. She was left in charge of overseeing Friedonian forces remaining within the kingdom while the expedition to the Union of Eastern Nations occurred. However, she would be deployed briefly to Lastania to assist at the battle at the Dabicon River, where she displayed her vast magical skill by temporarily diverting the flow of the river. Excel would only return to Friedonia when Juna brought a 'syrupy and sweet' love letter she had written to Juna's grandfather, threatening to release the contents to show Excel's more sentimental side.
Excel is currently coordinating the National Defense Force for potential action against the Nine Headed Dragon Archipelago.

Mana[]
Belonging to the Sea Serpent race, Excel inherently has a far higher quantity of Mana than normal people. She is also proficient in her control of Mana to the point that even at a place she has geographical disadvantage, she can still control and use her magic effectively.
Magical Abilities[]
Water Element: Excel is a user of "Water Element" Magic of the highest caliber, even earning the moniker of being "the mage who is unbeatable anywhere there is fresh water".
As long as she has access to fresh water, she can manipulate it to her will, be it transforming a whole section of a river into an arch, or shaping river water in the shape of serpents or dragons. Even if there is a lack of fresh water, she is able to easily display her powers without much difficulty (though at the cost of higher mana consumption), like creating an imitation of the mist-dispersing receivers used for the Jewel Voice Broadcast.
